amorphous receptor anyone ?

we talked about using solar panels for charging batteries a few months back so thought I'd post this offer I just had emailed to me. Not really any idea if it would be useful to anyone or if its any good but I'm sure there are people on here (you know who you are) who might be able to answer these questions.
