Spacers

Wheel spacers. Looking to get some wheel spacers, I see the most common is 30mm. I have a 2014 with standard 17" wheels, offset of 38. First question is-

Will this be legal, I mean I don't need to purchase wider flares/arches do I?

Also, do I have to go for hubcentric or will they pull to the centre as I tighten the bolts up diagonally? I had seen some bulldog ones, which state they are for my year and model, yet the bore size is much bigger.

Think it's if more than a quarter of tread sticks past arches,also if you put nuts on opposites it will line spacer up,mine bulldogs have tapered nuts

I got the spacers from milners, 38mm I think, they fit well and the edge of the tyre is flush with the outer edge of the arch.
