Engine management warning light on and off and power lose problem

Hello.
I got some problems on my 2009 4life pickup.
2-3 weeks ago the engine warning light came on for about half an hour and then off.
Then i bought OBD2 reader 'torqur pro" and app for it. The scanning result was pending fault(?) P0106. All running ok. So i just deleted to code.
And got servicea from halfords ans changed the air filter to kn filter, cleaned MAF sensor. All was ok(more than ok untill today).
I was driving from london to brighton for work tools and cables at the back. I felt poor acceleration and it is hard to rev more 2500 at 3rd gear and higher gears.
On the way home, it felt ok for a while and then engine warning light came back and got poor power.
I used the app, torque pro, and it got fault code P0106. While i doing this the warning light off again, the rest of the driving was ok.
I noticed that on the app, realtime info was showing boost pressure was around 0.4 bar at 2700-3000 rpm on uphill acceleration.

What is desired boost presume on the 2009 134hp models?
And these fault code, low boost pressure and power lack symptoms are related to each other?

Thanks a lot.

Do you mean the pipe from the air filter housing to the engine?

I had a look. There is a big pipe to a turbo(i guess), and on the side of it, there is a small pipe. That small pipe is dirty with black oil.
