cam belt 2.5 did 16valve

So can someone please confirm. changing cam belt everything hunky dory but puzzled slightly, normally on most engines you set tension ,then lock roller plate, so tensioner is basically doing nothing then,and tension is set, how ever it seems on mine irrelivant of tightening roller bolt the roller still pivots,meaning tensioner is permantly working.
doesnt seem right to me,is this correct??

As per my pm the balance belt tensioner on the did b40 engine locks solid. The cambelt tensioner will pivot until the hydraulic tensioner is fitted.

appreciated, just strange it doesnt lock like most engines,but as yoy say the tensioner is pretty hard. thanks
