Doesn't sound normal to me!

It can be caused by ring blow by or blocked breathers , ( compression escaping past piston rings ) a small amount Whisping out is not a problem but if it looks like a steam train it has the potential to be more serious. I would look at the breather pipes first and make sure they are clear and not blocked

The white smoak on start up is unburnt fuel caused by reluctance to start. As a general rule of engineering you always start with a coincidence. So there's a decent chance that the smoak from the dipstick is causing the starting issue. But they could still be separate. The smoak from the dipstick is more serious so look at that first. As mentioned it could be too much pressure in the crank case. Worn rings could cause too much blow by thereby decreasing compression and increasing crank pressures. So that could cause both. Blocked breathers would increase crank pressures too. Start there.
