From an electrician point of view I'd be thinking like this....

Is the fuse the correct size for the load...
What is the load on the circuit (use a clip on ammeter to test)...
Is there a bad cable breaking down under load/shorting out to earth?....move wiring away from bodywork/inspect

If glow plugs are staying on then the current draw will be minimum as the current draw decreases as the glow plug temp increases and the resistance drops
