Turbo Boost Screws Position

The pic below show the boost screws Off position for turbo on Chefs truck.

Its not at all. What would cause this?

turbo incorrectly adjusted does it move when u start the engine

Yes it does. And I have doused it with WD40 so much, I got none left.

What effect does this have on the turbo/performance?

that's in the how too section and you need a boost gauge to check it

@123hotchef, the spindle on the turbo, should it move when the ignition key is at ON position when the engine starts running?

If its not tuching the lower screw you have to adjust the acutator arm.
The lower on lower the boost on higher revs when screwd out.
